When I watch DVDs, or HD channels for that matter, if a scene moves to fast, it seems as though a ghosting effect happens. Like the color gets left behind a bit, then it's fine. The HD picture is awesome. It's not macroblocking, it's almost like dot crawl. The TV is set on film mode. I use a cablecard with Charter HD as well as OTA HD. I have a Panasonic S97S upconvert DVD player connected with HDMI. Could it be the TV's tuner, would an external tuner help? Also, is it ok to have an XBOX hooked-up on this TV without fear of burn-in? I can't get any help from Toshiba.

You say it happens on DVDs AND cable, to that pretty much rules out the tuner.
Have you gone through a setup disk like DVE or Avia to ensure that proper levels are set?
